Ninette Kelly

United Nations High Commissioner for Refugees

Ninette Kelley is a Senior Officer in UNHCR who is currently writing a publication to commemorate the 70^th anniversaries of the creation of the Office (2020) and of the 1951 Convention Relating to the Status of Refugees (2021).

She joined UNHCR in 2002 and has served in several senior management positions both at Headquarters and in the field.  Before her current assignment, Kelley was for four years Director of UNHCR’s Office in New York.  Prior to that she was UNHCR’s Representative in Lebanon, 2010 – 2015, leading one of UNHCR’s most complex refugee operations.

Kelley has also held various policy and consultative roles with international humanitarian agencies focusing on development and refugee issues. In Canada she served eight years on the Immigration and Refugee Board (IRB).

She is the author of The Making of the Mosaic: The History of Canadian Immigration Policy, University of Toronto Press, 2^nd edition, October 2010 (with Michael Trebilcock) and has published in the areas of human rights law, citizenship, refugee protection, gender related persecution and the Canadian Charter of Rights and Freedom.  She is a lawyer by training.

Ninette Kelley est un haut fonctionnaire du HCR. Elle est en train de rédiger une publication pour commémorer le 70e anniversaire de la création du Bureau (2020) et de la Convention de 1951 relative au statut des réfugiés (2021).

Elle a rejoint le HCR en 2002 et a occupé plusieurs postes de direction au siège et sur le terrain. Avant sa mission actuelle, Kelley était pendant quatre ans directrice du bureau du HCR à New York. Auparavant, elle a été représentante du HCR au Liban de 2010 à 2015 et a dirigé l’une des opérations les plus complexes du HCR en faveur des réfugiés.

Kelley a également occupé divers rôles de politique et de consultation auprès d’agences humanitaires internationales axées sur le développement et les questions relatives aux réfugiés. Au Canada, elle a siégé pendant huit ans à la Commission de l’immigration et du statut de réfugié (CISR).

Elle est l’auteur de The Making of the Mosaic: The History of Canadian Immigration Policy, University of Toronto Press, 2^nd edition, octobre 2010 (avec Michael Trebilcock) et a publié des ouvrages dans les domaines du droit des droits de la personne, de la citoyenneté, de la protection des réfugiés et du genre persécution connexe et la Charte canadienne des droits et libertés. Elle est avocate de formation.
