Julia Dicum

Deputy Director, Education within Global Issues and Development Branch, Global Affairs Canada

Julia Dicum is the Deputy Director, Education within Global Issues and Development Branch at Global Affairs Canada.  She leads a team responsible for global education policy relating to international assistance, multilateral education programming, and specialist technical advice in education. Current efforts include coordinating GAC`s work to advance the Charlevoix Declaration on Quality Education, education and skills training in the Feminist International Assistance Policy, and support to the Global Partnership for Education, Education Cannot Wait, the UNESCO Institute for Statistics and the UN Girls Education Initiative. She has worked in the education field for more than twenty years and holds a Ph.D. in Comparative International Development Education from OISE at the University of Toronto.
